I thought it would be something that automatically removes parts that you don't want after you do a mod install or update.

That's exactly what it does. From the README: "Save RAM by pruning files from your KSP installation, and hiding them from the loader."

It works off a list of parts you want removed. It comes with a bunch of lists for common mods, and you can customize them or make your own.
