?Fixing Wheels (Bug or what)

I don't really know if this goes under gameplay questions or game support.

In the astronaut complex it says 2-star engineers should be able to repack parachutes and fix wheels.

But when I go to try and do it, it says I need to be level 3.

I am playing with mods but none of the mods impact Kerbals in any way other than Finalfronteir that give them ribbons for accomplishments.

Does it actually say that in the astronaut complex? It kinda looks like it says that "Engineers can..." rather than "This engineer can...".

You need to be level 3 to fix wheels, it's always been that way.  If the astronaut complex says you can do it at level 2, it's lying to you.

That's a bug, you should report it.

Well when I mouse over a L1 Engineer it says I can only repack chutes. L2 Engi says repack chutes + fix wheels. So it is saying 'What this engineer can do'.

Maybe having an overstaffed astronaut complex is the problem.

-Tried: Reloading the game (Doesn't work)

-Reloading the base. (Doesn't work)

-Upgrading astronaut housing. (Doesn't work)

I'd say then it's pretty certainly a small buglette and that you do need a lvl 3 engineer to change a tyre.
