In-Game Celestial Body Creation Tool

I don't really know if this is the right place to put this, but I have an idea for a mod that may or may not work.  I think it would be interesting if an in game gui could somehow edit the config of Kopernicus(or write its own planet-star-moon creation code stuff) to create a celestial body in ksp that you can explore and land on.  This is much like universe sandbox.  I have no idea how to code and I want to know if this is possible.

I have been looking for this for a while, I have searched it, I guess my googling skills are lackluster...
