So three goats walk into a bar. After a short while the bar catches on fire. The first goat says to the other goats, "Hey, we better get out of here!" The second goat agrees, responding with "Yeah, let's escape!" The third goat, however, opts to stay in the burning building. When asked why by his fellow goats, he said "If I escaped this, I'd be known as a scapegoat for the rest of my life! Nobody wants to be a scapegoat!"

It should not be forgoatten that being known as a scapegoat would be derogoatory and negoative.  Surely it is obligoatory for the lead investigoater to interogoate all suspects, weigh up mitigoating circumstances and find the true instigoater.
