Pretty sure you have to set up an action group to hotkey them.

That's why you need to make an action group.

you have to make it

go to action group 1 in the action group menu, select your panels, click toggle in the second column, save. now when your in the flight scene when you press one(on the keyboard) it will deploy the panels.

There is none, but you can always assign the solar panels to a action group if that suits your fancy.

A little bit click-heavy, but it gets the job done and if you e.g. (wanted to) rely on actions keys to use liquid engines as maneuvering thrusters but only in orbit realize you forgot to assign the keys in the VAB then this might save the day.
