I am a bit unclear about something.

If we are a version 0.25 does that mean there is going to be about 75% more content before they officially release?

Given how much content they release each .0x that will be a TON of content. Personally I think they could do an official release now

Their numbering scheme is arbitrary, and doesn't relate to release.

Which describes every software versioning system ever made btw.

Tux, it's a common mistake to confuse the decimal system with versioning system. The periods are not decimals they are dividers, which means you can not apply percentage logic to them. The very next version could jump to version 1 or they could go on like this and have a 0.100 or a 0.200. It can go on and on. As you can see 0.1, 0.10 and 0.100 are all 3 different numbers, unlike in decimal.

The "general" numbering system which not everyone abides by is this:

Major Version.Minor Version.Build.Patch

...which represents the severity of the change. KSP has a similar numbering system, we only see 3 numbers but there could be a 4th for internal use only, or there might not be.

so .2 doesnt mean 20% is means the second minor version of an unknown number of minor versions

Yes, which means we are on the 25th minor version now. Of course, what defines a "minor revision" is also arbitrary.
