make the launchpad water tower light night-only?

I could have sworn in earlier versions the launchpad light from the water tower turned on and off like the rest of the lights at the KSC, but now it always seems to be on as of recent versions. I was hoping it was a bug that would get fixed for v1.1 but it's still there. Not sure if it's intended by the devs to always be on but it would be nice if it were able to be toggled on/off or just set to turn on at dusk and off at dawn.
