Possible to use allow free-rolling with SAS?

Is it possible via game play, tweak or mod, to use SAS to stabilize pitch and yaw only, but allow free-roll?    For example,  I'd like a vessel in orbit to hold radial-out, and when I introduce a clockwise roll, have it keep rolling (not be stabilised by SAS

This can't be achieved with the stock SAS, however, with mechjeb installed you can.
Activate smart-A.S.S. select surface, for heading you pick the radial heading, pitch the the same, probably 0. and you make sure you've deselected the roll option.
