This issue is also present in KSP 1.7.3. The stutters are originating from log spam about overriding the launch button. I disabled this option in the KCT settings but the stutters persist. Only the log spam disappears. If I install KCT without RP1, the stutters do not occur.

I just did a clean reinstall of KSP. I am an RSS-RP0-RO player and I have version 1.6.1 of KSP installed. I EXACTLY followed the instructions listed at THIS LINK to install RP0 into 1.6.1. In the past I have had issues with Kerbal Construction Time causing a regular stutter (approx. every 500ms) when in the VAB. The only remedy I have found is to use older versions of KCT(specifically 1.4.5.6). I was informed on the RP0 Discord that it is not acceptable to use previous versions due to incorrect formulas/balancing issues. After reinstalling clean and following the instructions listed at the link, I am now getting the regular stutters again. Here is a link to a screenshot of my performance graph. Obviously the stutters correspond to the spikes on the graph. This continues indefinitely anytime I am in the VAB or the SPH. I believe this to be a conflict with some other mod because after step 17 in the installation instructions (i.e. before installing any other mods) the stutter is not present. It only occurs after I install my desired recommended mods.
