Never mind, my mistake. I figured it out

I downloaded the most recent, 1.9.1. and the .dll file is in the plugins folder

I downloaded Mechjeb today, but I seem to have a problem with instillation. on the part selection screen many of the parts included in the plug-in are greyed out... it says they are not compatible with this version of KSP. I have V.1.16 so I really don't know what the problem is.
