1.0 engine has no electric charge

I mostly haven't played since the 0.24 days, so perhaps this is a recent thing or something new.

My ship is pretty basic:

My SRB and main stage engine work fine. But when I separate them, I have no electric charge going to my second engine. The parts are stacked as so:

chute -> command pod -> heat shield -> stack decoupler -> stabilizer -> rcs tank -> liquid fuel tank (with RCS thrusters on the side) -> LV-T30 "Reliant" engine

My SAS and RCS work, so I assume it's not heat shield related. And there is plenty of electric charge in the command pod. But there's 0 getting to that second stage engine. Any ideas?

Just noticed, the engineer's report says as much. It is also saying that it isn't receiving oxidizer. I still don't really get what the problem is though...

That tank in the later stage looks like the liquid fuel only. You want a tank with oxidizer as well.
