Not sure if this is a stock bug or not.

If you make a craft and have an antenna behind a fairing (I use proc fairings, not sure if bug persists with stock ones) so it is stowed. You launch and perform science then attempt to transmit. You will correctly be told you cannot transmit as the antenna is stowed.

If you then warp on rails the antenna transmits successfully.
