Welcome to the stock career mode, OP!

This wouldn't happen if we were able to pick the themes of missions ourselves. If programs replaced strategies we could do whatever the heck we desire and do so anytime.

Let's be honest, making those strategies "balanced" was a waste of dev time anyway.
