Trouble Targeting Station & Orbits

I used to be able to click on the orbit of a craft or body and have it bring up the "focus/target/switch" dialog.  Now I can't. I think the change happened when I upgraded from 1.2 to 1.3 Is it possible to bring the old behavior back?

In stock, you have to click on the craft or body itself. Clicking the orbit has never worked.

But it still does work in stock to click on the CB or craft. So if it's broken for you, the cause is either a mod or a corrupted download of stock.
