4 tourist suborbital contract unable to be completed

I accepted the contract after ensuring all my modding was working together.

I have tried 2 different vessels, one completely stock parts, the other modded parts

I have successfully completed a 1-man suborbital contract on the save in question.

I started a new game and worked my way back to the point of tourist contracts and confirmed they can be completed (3 single person contracts on a single flight)

It appears that either this single 4-man tourist contract for a suborbital spaceflight is bugged, or 4 man contracts are bugged.

Is there anything to do other than cancel the contract? I've already blown a full flight's worth of funds on this contract.

 

Update:

I've verified my files in steam, and the contract completed normally, then I took some more contracts, and I'm having the same problem again. guess I'll verify again.
