EC consumption Off?

Ive launched a Ship to jool with the intention to refuel at pol. It has a big convertertron, 2 big drills, 8 rtg's, 2 fuelcellarrays, 8 gigantor solararrays and about 25k ec storage. Ive landed on a good spot at pol (9.6% ore) and started mining/refueling, that worked without enabling the fuelcells even on the darkside where only the rtg's generating ec. 

Why does this work? What do i dont get?

 

Ive tested the rtg output in sandbox also if the fuelcells producing ec without being started. Looked alright.
