Here are some disturbing news, the European commission wishes to make the game producers responsible for copyright infrigement if they don't forbid mods in the EU. Or they should pay taxes.

This could change the face of video gaming in Europe as we know it. A kind of Youtube copyright infrigement multuplied by a factor of ten that could make some games like KSP die in Europe...
