Would it be possible to add a launch site on Laythe or other planets.

I've been playing KSP for a long time, and I've just started exploring the Jool system.  Would it be possible in a future upgrade to add a launch site to Laythe or other planets in the KSP universe.  It could be triggered after your first landing on Laythe, and would allow you to recover vessels sent to Laythe.  Also, you could then build and launch new ships using the parts recovered from other landing on the planet.  This would add some complexity to the game, It could be implemented through the mission system and extend the game play for those who have already fully upgraded the facilities on Kerbin.  The first step could be to establish the base for a certain amount of money, this would allow you to recover vessels landed on the planet.  Then, through a series of missions, you could supply the base with cargo and workers.  You could also establish an Kerbonaut facility for Kerbols landed on the planet.  Once the base has been stocked through several cargo missions, it could be upgraded to have a VAB and launch pad.  Each upgrade would require a supply shipment from Kerbol.  Once completed, you could build new rockets in the VAB using only the parts that have been recovered/sent from Kerbol.  You could even have an option to establish and build bases on other planets as well.
