I cannot place the KAL-1000 controller

I just bought the breaking ground expansion (I'm new to ksp), so I decided to try out the KAL controller. It won't place on whatever part I have and it will just go back into the inventory, does anybody else have the same issues?

I cant really show this on screenshots. When I click on it, it goes back into its slot. The radial symmetry space tool just disappears in the blink of an eye.
