Are Kerbal Scientists Bugged?

I've been doing lots of testing and I can't get my Kerbal scientists to add any science bonus to returned or transmitted science missions. Even with high star values on career mode, there is no difference between the science gained by a scientist or a pilot/engineer. I've been recording different science scenarios by saving/reloading with different Kerbals, but the science return value is always the same. Am I the only one experiencing this?

Yes, for example, I sent Jeb to straight up into "space near Kerbin" with mystery goo (+10 science with +3 transmit value) and returned back with +8 value for a ship from sub-orbital flight for a total of 18 science. I reloaded the same exact mission only with Bob (a 3 star scientist) and got the exact same numbers. There should be a +15% increase in science according to the official 0.90 discussion thread. This happens for any mission I try.

Just a question related to yours, does the scientist create science, or does they only fasten science for experiences like goo for which not all science is gained in one recovery/transmission?

edit : by fasten, I mean that fewer goo would be required to get the max of it in a specific situation

Sure Jeb is a scientist and not a pilot? As in my new carrer start Jeb is a pilot, Bill is the engineer and Bob is the scientist. Which is the same as my last one.

They give a multiplier. 1.05 for 1 star.

I don't think that's what he's asking

Suppose an experiment has a max value of 100, but you get 80 from performing it once with a non-scientist, leaving 20 remaining that you can get from repeating the experiment.

With a scientist, would it actually increase the max value, or would you just get more progress toward the max? With a 15% bonus, you would gain 92 instead of 80, but would you then have 8 remaining or 23 remaining?

As Kerbals level up, they gain new abilities, Scientists improve the amount of Science gained from returned science parts and vessels.

Celestial body multipliers

Each celestial body has different multipliers applied to the collected scientific data, based upon where it is taken in relation to that body. Biomes do not affect these multipliers.

The altitudes given in this table determine the altitude above mean sea level of the boundary between lower and upper atmosphere and between near and outer space. The upper atmosphere extends to the atmospheric height and the outer space extends up to the end of the sphere of influence.

He knows Jeb is a pilot. Bob is his scientist. Jeb was a control and got 18 science. Bob should have gotten 20 or 21, depending on rounding, but Bob got as much as Jeb in his test. He would like to know why.

Orbit has nothing to do with what he is testing. It shouldn't matter if his science is from Kerbin, the Mun, or Duna. Science experiments returned by a scientist should get a bonus no matter where the experiment was performed. He isn't seeing that.
