Thank you for your replies. I launched another ship and did as you did: switched to the ship in map mode. This unlocked every ship in the Tracking Station! I cannot overstate my thanks to you!

I just downloaded KSP 1.0 and dropped my save file from .90 into the saves folder for the new version. Everything seemed to work fine but when I go to the Tracking Station I cannot select any of the ships on the left panel. If I click on one of the vessels the map will focus in on it but all the buttons on the bottom are grayed out.

I can't seem to open the ship file in .23. I am really interested in the rover. I tried constructing a replica based on the pictures but was unsuccessful. Do you mind telling me what parts were used?
