Introducing the Dogbot_Untippable http://imgur.com/a/2vcsQ It's extremely small, made up of 9 parts (4 wheels, 4 solar panels and the probe body) and comes in at 0.26t. I simply can't seem to flip it and even when I do (by putting 2 wheels on the edge of the ramp in the picture and driving up it) then it can simply roll back onto it's wheels (even from stationary). If people try to build this themselves then you need to invert the rear wheels steering. Nice challenge but I think there needs to be a catch, also it depends how you define 'stable'
