I had the same issue as well. However I finally fixed it after a couple of tries. For me, the error was that I had Navyfish's Docking Alignment Indicator which includes a folder named "000_Toolbar" in the GameData folder. All I did was updated the that folder to the newest version and everything worked fine after that.
