I do make sure all the requirements are met in the drop down panel, and I've tried right clicking to find a test option and there isn't any such as the small gear box test where it tells you to do that. I'm not sure what else to do..

Yes, I have kept the tab open and wait for all the check marks to show, and nothing happens. Doesn't matter if it's a Landed one or a Flying one.. none of them seem to want to complete..

Ok, so here is the issue I am running into: Most of my part testing contracts just do not work. I have tried to complete them every way imaginable; through staging, action groups, taking the cartridge out blowing on it and trying again (ok, not really that one..). My buddy who also plays is sitting next to me doing the exact same contracts the exact same way and getting them to complete. So is this a bug or am I still doing something wrong? It's quite frustrating to say the least.
