what or who is a sticky

i just started the career and it says all of my buildings are fully upgraded even though i didnt do anything yet, and it wont let me eva while I'm flying even though the astronaut complex is fully upgraded.

i just started playing the career mode and it shows that all of my buildings are fully upgraded but i tried to eva while in space and it said i needed to upgrade the astronaut complex to do that but it wont let me. i sort of found a fix to the launch platform when i revert to launch but it only lasts during the flight and not after
