Took a few months on and off but finally, the start of a stock Eve space centre at 15km altitude in career mode Perfectly (almost) level, has a runway, hangars and mounting points for future infrastructure. View from the surface:

not too bad since the front wings are occluded by the cargo ramp. here's an upscaled one a few more tanks and it should be able to get back to kerbin
