Yes very similar problem!

For whatever reason the purchase button for my R&D is off of my screen and I seem unable to scroll down to it in any way. This only started happening last night and at the start of this play through I had no problem purchasing new upgrades. This is very frustrating to me as I am basically unable to advance any more in the campaign until I figure this out. My version is 0.90.0.705

When I click on the R&D building it goes to the tree fine, but then when i click on an upgrade the purchase button is off the screen, I've tried scrolling and every single button combination I can think of. This only started happening recently, when I started this play through I was able to purchase stuff no problem, but now I can't seem to figure out what's wrong.
