[1.3] kOS Scriptable Autopilot System v1.1.3.0

Tried using both 0.16.0 and 0.16.2 in KSP 0.90 and in the VAB there is no option to open terminal. The kOS button on the toolbar only states "No loaded CPUs found" I can open the terminal once the vehicle is launched. Am I missing something here? Any known conflicts with other mods? Dependencies? Suggestions will be appreciated.
