anyone else having a problem with the signal network not working after the small update today?

thanks for welcoming me, ive been playing since the game released but i never really got on the forums

i do have advanced tweakables enabled but when i right click on the fuel tanks it doesnt give me the option it just lets me change the amount of fuel and mono propelent

in scott manleys video about 1.2 he showed off being able to set the priority of how the fuel drains, i can not seem to figure out how to do that. is that feature not in for 1.2 anymore?
