A Reddit user helped me out, "Go into your mod directories and remove one part from any mod (doesn't have to be the one it's getting stuck on). Then start KSP again and it will load properly. You can then close KSP and replace the part you cut out, and it will still launch properly. I don't know what causes the problem, but this had fixed it every time."
