The simplest base to land with crew, in a single launch, is something like this.

On the 4 attachment points of the base, you'll need at least one supply saddle from the freight tab, filled with lfo. Two for balance (which is not entirely important in context). It;s trivially easy to land a hab with storage space for lfo, supplies, and ec.....a hub..on Mun or Duna, for example, which can be taken advantage of by logistics mechanics or models (like the rover or the proximity transfer).

With two LFO saddles, a reactor and an ag module..... a scout assembly as above has 752ms DV at an initial 5.71twr on Mun. It creates -slightly- more ec/supplies than required for the launch crew capacity of two, regardless of who you crew it with. It's total capacity when deployed is 4.
Mass of 10.765k, wet and fully supplied (empty mulch on ag hab). Easy to lift, easy to land. Do you have USI-LS/KIS/KAS/OSE/EPL installed?
