I'm embarrassed. Throttle was because Mechjeb was limiting my Q to 20kpa. And I'm just plain stupid and don't know how slowly I need to be going for the radial chutes to open. In other words, I need drogues. *facepalm*
I'd delete the thread, but I can't figure out how.
