Ksp_x64.exe Stops working on launch

I just scoured all of the data folders in the main KSP folder and couldn't find any Error.log file or Crash.dmp. Only the Output_log.txt was available. -
KSP Version: 1.3.0 What Happens: The game will throw a KSP_x64.exe has stopped working error. Mods / Add-Ons: None Steps to Replicate: Double click the Launch icon Result: Game will try to load but ultimately fails within the loading phase. Fixes/Workarounds: None that I am aware of. Other Notes/Pictures/Log Files: Loads okay after a fresh install but crashes after that. I tried loading mods at first and experienced this error. I eventually went vanilla with 1.3.1 and found the same problem. I then went to 1.3.0 since it was supposedly more stable and same experience. 32 bit is slightly more stable but will crash eventually.
