The update fixed it for me, but then I attempted the docking training scenario and it killed the action menu again.

The recent update fixed this for me.

I've had the same problem. When I hover over a part and press 'x' nothing happens. It's as though I haven't pressed a button. Playing on Xbox, using the standard preset. Tested in both VAB and in flight. I've tried restarting, deleting and redownloading, redownloading and restarting, switching controllers, switching to a different game and back.
