Don't install it under Program Files. That tree has restrictive permissions and is just going to give you headaches. I created C:\Games and do my game installs there.

@VelocityPolaris The path to the output log changed at some point after that support page was written. On a Windows 10 PC mine is located:
C:\Users\[USER NAME]\AppData\LocalLow\Squad\Kerbal Space Program\output_log.txt
There is also the KSP.log file in the install directory of Kerbal Space Program. Depending on who wants the log, one or the other may be preferred.

Pilots get chutes from the start. Engineers and Scientists need to be 1 star for a chute. Since rescuees have no experience this may be what you're seeing. It's set in the GameData\Squad\Experience\Traits.cfg file if you want to change it.
