This is confirmed by me Sept 17 2004 on PS4 Enhanced Edition Version 1.08 last updated 9/4/2019. I was frustrated by camera constantly freezing, suddenly no rotate, zoom, or pan available, had to exit to space centre to correct. Now verified on my PS4 Kerbal locks camera if an info tab (square button) is left open on a component. Edit: found this is a listed bug: Bug #23260
