I've seen some screenshots of a window called "Near future systems manager". how do I access this?

My question is similar to SiCaRiO31's. How do I add lab experiments(JAMMED, TRAPPED, etc) to SSPX parts?

When opening the saved craft menu in the VAB/SPH, it stops loading after the auto-saved ship. That is, everything that comes before it alphabetically shows up, but the progress bar freezes and I cant actually select anything. It's even worse at the launch pad, where no craft show up at all and I can't even back out of the menu. I've tried restarting the console and loading a previous save. Help.
