Update for anyone else having this issue:
This missing buildings was being caused by a patch in my KSRSS folder called 'NoKerbinInstances', which was deleting all statics which were placed on "kerbin" when loading KSP. I have deleted the file and it works perfectly now!
Can seem to find the file in the KSRSS GitLab repo, so not sure where it came from...

I had/have the same issue when launching the game through Steam, however, if I run the game from CKAN then the textures load correctly.
