I fixed my problem! In Physics Range Extender, I set the "Cam Fix Multiplier" to 0. It immediately fixed it for me, don't know what the exact effects of that are though. So It seems to fix the graphical glitch, perhaps try it out?

I have the exact same problem, The only mods I see us have in common are Module Manager (obviously), Physics Range Extender, Texture Replacer (though I use Texture Replacer Replaced, it may have the same issue?) and Kerbal Engineer. I know I'm not adding a solution or anything, but perhaps knowing some mods in common with two instances of the bug could help? It seems to happen with distance. At launch it's working as intended, when I clip the camera in the wing But when I fly the distance between the KSC and the little island runway I get this
