Not to rain on your parade, but 400 m/s is not orbiting. At 40 km you need around 2300 m/s, that you won't get out of 2 tanks left in that craft. Here is a handy listing of the different speeds required to attain orbit at different altitudes. (all are in km). https://gist.github.com/1075144
