I did. In my original post, I listed Waterfall Restock right after Waterfall. Looks like it had an older version of Waterfall bundled with it that overwrote waterfall 0.9.0. But it's working great now. Thank you for the help.

That worked. Thank you. I'm guessing install "waterfall restock" first, then "waterfall" is the correct order. Six hours of troubleshooting and didn't even think of that.

Okay, I do actually have Waterfall 0.9.0 that was a typo. I did some testing with several SRBs and still no plumes. Just a glowing nozzle bell, and a smoke trail. I am at my wits end, I have tried everything I can think of to troubleshoot. But my SRBs have no plumes at all. Currently, all I have installed is Restock 1.4.5, Waterfall 0.2.3, Waterfall Restock 0.2.3, Smokescreen 2.8.14.0, and Avalanche Plumes 1.0.1. I have tried it in both Open GL and DirectX 11.
