I figured it out; uninstalling the ground stabilizer mod fixed it.

I'm trying to use a ground anchor to securely fasten my mun base to the ground, but whenever i try to deploy it I get a message saying "Cannot Deploy Part as it is not on the surface of a planet". The four screws do not lower and the anchor can be kicked around like any physics object, which is fun but not very helpful. Why can't it deploy properly? (And no, I'm not trying to deploy it in EVA construction, I know I have to deploy it from the inventory.)
