As far as I know, there are a few open plots on Eastern Island, and the new island is completely open. But you'll have to talk to nothke about get a plot for sure. You might as well start working now, as I don't see why you wouldn't get a plot.

Any estimates on when the next build will be out, nothke? From what you said it sounds like it should be soon.
