As to the question in the title I am referring to this blog post by the KSP team. More specifically this line here Please don't fill the thread with "speculation". The main line that can be interpreted is this one And it sates all purchases so i guess that means yes to steam. However nowhere is it specified whether steam purchases are eligible for this, and the reason I ask is that the team may have issues with getting precisely who did and didn't purchase before X date from steam (I am not aware of how open steam is about this to developers), or if they have a system in place for this. A suggestion to the team if this is an issue is to do what borderlands 2 etc have done, create a "Season pass" dlc and give it to all the people who own the game at steam time 00:00 may 1st. Personally I would buy the DLC/Expansions separately if I'm not eligible and not be fussed about it. The game is too good for me to slant it for not receiving "free" DLC/Expansions that I may or may not really be entitled to as it came about due to confusion.
