Rather than having it hyperjump at speeds it can't take, why not just do what Hyperedit does? For example, if you're jumping to a ship while you're sub-orbital, it moves you in orbit around that craft for a split-second and then switches it to an altitude in the planet's orbit

NOTE:
Don't put it over 3rd throttle or it'll literally collapse in on itself. You may want to use Hyperedit too. Also, to fly it properly you need to select control from here on the Remote Guidance Unit by the RCS Tanks and turn on Lazor system
