Orbital Debris

There's 600+ pages, so it'd take me a month to find out if someone has already asked this question... For some reason my Science Labs (Fully manned) are generating 0 science. It says it has 0 of the 500 mW required... Why isn't it getting any power? Do I have to have a nuclear reactor strapped directly to it? Will it not feed off the batteries and (copious ammounts of) Solar Panels I have on my station?

I can't place a command pod, it's greyed out. It says I need to make an entry level purchase in R&D, so I went and checked it out.... I see all the basic stuff I should already have, but there's an option to re-research the command pod for 0 points, so I do so, go back to the VAB/SPH and still cannot select or place the command pod. What the heck am I doing wrong? I even did a fresh reinstall and still no joy, am I missing something, is my copy bugged all to hell? Really can't figure it out on my own, quick reply would be greatly appreciated

Maybe I'm just an idiot and missing something, but I landed a rover on Minmus, and have been attempting to find the Tracks, but Minmus' latitudinal radius seems to end somewhere around 179°. Is this a recent change from .2X, and if so, what are the current new coordinates? I'd use ISA Map myself to find it, but I cannot for the life of me seem to get the mod to work (Dev Version), so I can't find anomolies that way.
