I think that all of Kerbin is underground, with entrances all across Kerbin. Imagine like regular neighborhood, but it has a big roof over it.

A room that is bigger on the inside than outside. It has a teleportation machine to all other floors, and there are hundreds of apartment rooms, with Travelators to get everywhere faster. There is also a desk where you can get a room. You get a room and stay a few nights, using the teleportation machine to go to the restaurants across the tower and back. After the rest you continue your journey to the top.
