Is anyone able to get the radial connector ports to work?

Has anyone been able to get the radial connector port to work in .21.1? Its not working at all for me.

I've got a GTX 670, 12 gigs of ram, and a [email protected], and my 150 part ships still lag like hell. (5-10 fps) I don't have anything to upgrade my card to. The game doesn't come close to using all my gpu power, and never passes 20% cpu while in flight.
