I think you got something wrong. 10am Eastern time is 3pm GMT. For me in Germany it is GMT+1 and I calculate a start of the event at 4pm local time, not 7pm as in your calculation.

I was tired of the constant flipping of my Rovers so I decided to built an extremely flat Rover which would be still capable of top speed. Tested it on Kerbin and Mün so far. On Kerbin it reaches 23m/s on the Mün 25m/s. You should only watch on applying the brake when on Mün, once flipped over it tends to stay that way. But it should be top speed capable on Eve and Duna without any problems.
