Ok, being a long time forum lurker (hi), I like this project so much i decided to register for it I do not know your view on mods, but with http://kerbalspaceprogram.com/0-18-2-kas-kerbal-attachment-system-v0-1/ you can use try tying the moonbase down to the platform. It is not perfect, but with the brakes on on the parts of the base and 4 to 6 cables holding the part down it is worth a shot.
